Job overview: The Program Officer, R&P Monitoring and Compliance sits within the Resettlement, Asylum and Integration (RAI) Department at IRC Headquarters, which manages programs for refugees, asylum seekers and other types of newcomers. The Program Officer, R&P Monitoring and Compliance supports the overall quality assurance and compliance of the R&P program. They will lead on-site and remote monitoring of the R&P program at IRC offices and affiliates. In coordination with the Senior Program Officer, Monitoring and Compliance, they will develop, implement and maintain the monitoring and evaluation framework used to maintain donor compliance, tracking compliance measures; and ensuring high quality program delivery standards. They will ensure that protocols and procedures are aligned with the general objectives of the R&P program as well as with the strategic objectives of RAI, within the Resettlement, Asylum and Integration (RAI) Department.

Main responsibilities:

Responsibilities include, but are not limited to:

  • Support the development, implementation and maintenance of the IRC monitoring framework which includes, among others, case checklists, refugee home visits and staff interview questionnaires.
  • Lead and conduct on-site and remote monitoring visits to US offices and IRC affiliates. This includes producing a final narrative report that aligns with donor guidelines.
  • Lead and complete desk review and monitoring reports to ensure final compliance with internal and donor monitoring results.
  • Support R&P staff across the network in donor follow-up preparation by assisting in reviewing and organizing materials and managing deadlines.
  • Support the preparation of quantitative and qualitative reports on office performance. Collaborate with resettlement team members to identify training needs based on monitoring results.
  • Support compliance with donor requirements, including tracking grant commitments across the network; timely review, editing and submission of reports.
  • Provide advice, guidance, and recommended resources in response to questions and requests for technical assistance.
  • Assist in the development and submission of grant management documents, including continuation proposals and semi-annual project reports.
  • Support the development and delivery of training related to designated area of ​​expertise, including webinars, self-paced e-learning, online courses, etc.
  • Analyze trends across the network using relevant data sources and advise the Senior Program Officer on the best course of action.
  • Other assigned tasks.

**Job Requirements:**Successful candidates must have in-depth knowledge and experience of the hospitality and placement program and the measurement of program outcomes.

Education: Bachelor’s degree in social work or related field of study required.

Professional experience:

  • Advanced skills in MS Excel, data visualization and use of databases.
  • Must be able to communicate clearly verbally and in writing in a motivational manner.

Demonstrated skills and competencies:

  • Thorough knowledge of the Department of State’s Refugee and Migrant Reception and Placement Program and its guidelines.
  • 3+ years of work on the onboarding and placement program with a focus on compliance management.
  • Strong relationship building, diplomacy and networking skills; ability to effectively build internal and external relationships.
  • Ability to work both independently and in a dynamic, cross-functional global team structure
  • Demonstrated ability to work effectively with stakeholders at all levels
  • Self-starter with excellent problem-solving skills combined with a proven ability to prioritize and manage time effectively.
  • Strong organizational and time management skills; proven ability to prioritize and deliver on time
  • Excellent command of Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research and problem solving.
  • Strong analytical problem solving skills
  • Attention to detail and precision in work product.
  • Fluency in English, both oral and written; proficiency in the language(s) spoken by the client group is desired.

Working environment:

  • A combination of standard office environment, remote work and time in the field in the service delivery area to perform the responsibilities outlined above.
  • Occasional domestic (non-local) travel required; up to 35%.
  • May require occasional weekend and/or evening work.
