National Project Manager (ARMP) – Senegal

The context:

Under the general supervision of the Head of Mission, and the direct supervision of the Program Manager, the National Project Manager will be responsible and accountable for coordinating the implementation and monitoring of ARMP project activities in Senegal.

I. RESPONSIBILITIES AND RESPONSIBILITIES

• Coordinate the implementation and monitoring of ARMP project activities in Senegal in a timely manner, collaborating constructively with the program manager in the realization of all its financial, administrative and technical aspects, in accordance with the policies and procedures of the project. ‘IOM, as well as donor requirements. • Ensure the timely implementation of project activities in Senegal and periodically review and revise the project strategy with the program officer, including the preparation of work plans, progress reports and the collection and compilation of information to monitor and evaluate project implementation. • Ensure that regular evaluations and monitoring are carried out against project objectives while guaranteeing the quality of activities/implementation • Support the establishment of strong partnerships with government entities, embassies, partners implementing agencies, UN agencies, civil society organizations and other stakeholders in Senegal. For this position, internal candidates are considered first-tier candidates. • Create synergy between protection and other IOM cross-cutting projects and relevant teams, to ensure consistency in IOM programming. • Ensure the communication and visibility actions of the project, in coordination with the national focal points and in accordance with IOM standards and in full compliance with the requirements of the donor. • Organize events, meetings and trainings with beneficiaries, civil society organizations, NGOs, embassies and all other relevant stakeholders with the aim of promoting migration management. • Act as a trainer for project capacity building activities. This includes providing basic training to government institutions, civil society and religious organizations on topics such as, but not limited to: migration governance, human trafficking, labor migration -work; ethical recruitment; migration, environment and climate change (MECC). • Design and prepare training materials and case study exercises accordingly. • Provide financial tracking of project expenditures for Senegal to contribute to budget expenditures in a timely manner. • Report and support the exchange of information on all operational aspects of the project between IOM, program donors and other stakeholders. • Assist the Program Officer, with the support of the Project Assistant, in the overall design, implementation and reporting of the ARMP in West Africa, in coordination with the seven national focal points (one for each country of implementation) and the experts concerned in the missions and/or the Regional Office; • Perform any other assigned tasks

II. QUALIFICATIONS AND EXPERIENCE REQUIRED

Education

• Master’s degree, preferably in political or social sciences, development studies, human rights, international relations and/or law, or other relevant fields;

Live

• At least 2 years of professional experience in the field of migrant assistance with a government or a United Nations agency, or a regional or international organization in West and Central Africa and/or the Middle East and/or in North Africa; • Experience in liaising with government authorities, national/international institutions, UN agencies and non-governmental organizations; • Experience working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; • Computer knowledge of Microsoft Office (word, excel, outlook) and Web applications.

Internal Organization and NMS candidates, as well as external candidates, will be considered as first-tier candidates. This position is also open to second-tier candidates.

Nomination is subject to confirmation of funding.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for those hired from November 15, 2021. This will be verified as part of the medical clearance process.
