Food and Nutrition Security Advisor – Colombia


GOAL is an Irish international humanitarian organization founded in 1977 and currently operating in 14 countries working on the trajectory from crisis to resilience. GOAL stands alongside local populations and actors to help them overcome crises and find longer-term solutions. For GOAL, crises are defined as when local systems are unable to respond or continue to function when faced with shocks and stresses. GOAL strives to understand these shocks and stresses; including conflict, climate change, environmental degradation, rapid and unplanned urbanization, weak or unstable governance, inequality and forced displacement which all interact and threaten health, safety, security and the well-being of affected populations.

Role description

The Food and Nutrition Security Advisor will contribute to the achievement of GOAL’s global strategy: From Crisis to Resilience, and is responsible for supporting GOAL’s global program to address food and nutrition insecurity through a systems approach. The position is based in any GOAL country of operation in which the candidate has the right to work, with up to 20% travel to support Country Offices (COs) and represent GOAL with key stakeholders . The Food and Nutrition Security Advisor position is part of the Global Program Technical Team (PTT) of GOAL and reports directly to the Technical Team Leader, working closely with the other PTT Advisors, COs, HQ social MEAL and the GOAL Innovation Lab. The PTT has four key objectives, detailed below and as they apply to this position.

Main responsibilities

Objective 1. Strategy and design for food and nutrition security

The Food and Nutrition Security Advisor contributes to the overall GOAL strategy and supports country offices to undertake a detailed understanding of context-specific food and nutrition systems and use them for the design and adaptive management of programming, in coherence with the best global practices.

  • Guide global and national strategies on food and nutrition security, ensuring access to best practices and global evidence.
  • Support the use of learning and evidence to develop GOAL’s integrated food and nutrition programming for sustainable change.
  • Provide technical support for food and nutrition context analysis, emergency preparedness and response.
  • Engage technically with relevant external food and nutrition actors (including for-profit) regarding strategy development and program design.

Objective 2. Donor positioning and proposal development

The Food and Nutrition Security Advisor works to position GOAL to identify, analyze and respond to funding opportunities and be able to develop strong technical proposals/offers that are consistent with the global organizational objectives of donors and GOAL.

  • Identify funding opportunities through technical networks and support analysis for go/no go decision making.
  • Lead/support the development of technical content for new proposals.
  • Liaise with donor technical advisors and answer technical questions from donors
  • Engage with internal stakeholders on technical elements of funding opportunities

Objective 3. Delivery of a quality food and nutrition security program

The Food and Nutrition Security Advisor supports Country Offices in delivering high quality, innovative and adaptive food and nutrition security programming, including in emergency situations.

  • Technical support for the food and nutrition security program
  • Technical reviews and support for evaluations of food and nutrition security programs
  • Support national and global teams to use learning and best practices in the adaptive management of food and nutrition security programs
  • In-country and remote technical assistance for emergency preparedness, anticipatory action and emergency response.
  • Help teams understand the links between food and nutrition security, gender equality and social inclusion, and integrate these considerations into programming.
  • Provision of training, mentoring and other forms of support to country teams in specific areas related to food and nutrition security.

Objective 4. Evidence and learning

The Food and Nutrition Security Advisor will capture lessons learned from programming and research and share them internally and externally to contribute to the global food and nutrition security database and communicate innovation and programmatic successes of GOAL, in collaboration with the Program Innovation Lab (PIL) and Global MEAL Team.

  • Support COs to capture, document and share learning and program outcomes.
  • Support the development of a global food and nutrition security research portfolio.
  • Technical representation and engagement with global food and nutrition networks, including the Global Food Security Cluster’s Liquidity and Markets Working Group.
  • Interpret and reflect on data to redesign and progress toward programmatic goals

Requirements (person specification)

  • At least 7 years of experience in an international NGO at a senior level, ideally including substantial periods of implementing food and nutrition security programs.
  • Extensive experience in the food and nutrition program industry
  • Formal training in M4P methodology (markets for the poor) or equivalent approach
  • At least 3 years of experience in programming market systems
  • Experience writing proposals and reports with proven ability to secure donor funding.
  • Experience in integrating gender equality and social inclusion into food and nutrition security programming, through integrated and targeted approaches.
  • Experience and knowledge in applying cash and/or voucher modalities to support food and nutrition security outcomes
  • Good interpersonal skills.
  • A willingness to visit the program sites.


Training and experience in market analysis in emergency situations such as EMMA (Emergency market mapping), Rapid Market Assessment (RAM), 48 hour assessment etc.

Certified training and experience M4P (market development for the poor)
