East Vancouver Columbia Tech Center site of a planned mixed-use building


A three-story mixed-use commercial building is under construction at the Columbia Tech Center in east Vancouver, adjoining Clark College on the Columbia Tech Center campus.

The development, at 18500 SE Mill Plain Blvd., would involve the construction of an approximately 70,000 square foot mixed-use building and an ancillary 2,500 square foot kiosk building. The development site plan sent to the City of Vancouver also includes a third building on the property.

The land, which is owned by Columbia Tech Center LLC, would also include 290 parking spaces, 60,000 square feet of landscaped space and 24,000 square feet of space in a public plaza.

A “visually transparent photovoltaic roof structure” would be incorporated to provide both shade and weather protection for the public plaza below and to tie the buildings together, according to pre-planning documents. The exterior of the building would be made of bricks, metal panels and glass.

The building would include approximately 20,000 square feet of retail space on the ground floor and approximately 48,000 square feet of office space on the upper levels. The structure would be a steel frame with a cast-in-place metal deck.

The architect, Hennebery Eddy Architects, envisions approximately 2,000 square feet of indoor common space, referred to as the “core”. This space would include the main lobby, shared meeting space, building support spaces, vertical circulation, and restrooms on each floor. There would also be a 1,000 square foot rooftop terrace on the third floor.

“The large overhangs create generous protection from the elements on the ground floor,” the documents read. “Emphasizing the difference in mass, a clear glazed storefront system and light-toned brickwork wrap the base, while alternating panels of dark-faced brickwork and fixed windows with gray glazing cover the upper floors.”

The document adds that approximately 30% of the facade of the building will be transparent/high performance glazing.

Hennebery Eddy Architects is a Portland-based design firm, with additional offices in Bend, Oregon, and Bozeman, Mt. It is one of the architectural firms that collaborated on the extension of Concourse E at Portland International Airport.
