Position: Country Representative Ukraine

Hierarchical relationship: Head of the emergency unit

Location: Ukraine, Lvov

Type of Contract: a first collaboration contract of 3 (three) months subject to verification of the achievement of specific objectives (these objectives will be agreed with the line manager); a second collaboration contract of 9 (nine) months renewable, following the positive evaluation of the first three months of the contract

The description

WeWorld is a secular and independent Italian organization working since 1971 in international cooperation and humanitarian aid. Italian member ChildFund Alliance, global network for the defense of children’s rights and present in 25 countries with 128 projects, WeWorld intervenes in the following areas of assistance: human rights (gender equality, prevention and fight against violence against children and women, migration), humanitarian humanitarian (prevention, emergency relief and rehabilitation), food security, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering. WeWorld works primarily with girls, boys, women and young people, agents of change in every community for a fairer and more inclusive world. Supports people who overcome emergencies and ensure dignified lives, opportunities and a better future through human and economic development programs, within the framework of the 2030 Agenda. Currently, the main donors are the EU (ECHO and INTPA), the UN (OCHA, UNHCR, WFP and UNICEF), Italy (AICS) and the ChildFund Alliance.

Work context

The outbreak of war in Ukraine puts millions of boys and girls at risk: WeWorld took immediate action to help boys, girls and their families cope with the emergency.

Our team of professionals in Lviv coordinates operations in agreement with embassies, NGOs and local operators.

Purpose of the role

the Country Representative leads WeWorld programs at the country level ensuring the quality of activities from development to execution, including budget management and human resources management (international and national staff). Identifies programming opportunities and areas where the organization can demonstrate its value and relevance. The Country Representative develops relationships with and represents the organization to donors, local institutions and partners. He/She is also responsible for security management in the country.


Program management and development

  • Finalize the registration process for WeWorld in Ukraine, in accordance with national legal requirements, in close collaboration with the head office legal office.
  • Lead the development and implementation of a high quality national strategic plan tailored to the local context and organizational priorities
  • Lead and oversee grant acquisition of new in-country projects, ensuring a long-term portfolio and achievement of annual targets
  • Lead, guide and supervise project managers on performance and quality control, planning, implementation, monitoring and evaluation of projects to ensure effective and efficient execution of project deliverables, in accordance to WeWorld standards
  • Lead and oversee the preparation and implementation of program documents (including SOPs, guidance notes, program plans and risk assessments)
  • Oversee the financial and logistical sustainability of programs and operations through an effective and efficient resource development effort, exceptional financial ratios, effective budget administration and procurement management (i.e. management and maintenance of project assets and regular inventories)
  • Assist HQ in maintaining public/media/donor relations to actively engage their interest/support in promoting and communicating WeWorld’s achievements, skills and interest globally

Representation and Advocacy

  • Represent WeWorld in-country in various forums on programmatic and technical matters, strategy meetings, conferences, forums, and other public events and help build and raise the profile of the organization
  • Engage and liaise with relevant stakeholders at country level (government officials, donors, CSOs, multilateral organizations, communities)
  • Identify, engage and strengthen in-country strategic partners engaged in integrated child protection, migration and human rights responses, in line with the national strategic plan and regional strategies of WeWorld, in order to develop the pipeline of opportunities in Ukraine, through a participatory process
  • Identify other areas of synergy and cooperation with donors, other NGOs, UN agencies and relevant institutions
  • Promote WeWorld’s organizational identity and capacity to all stakeholders and partners in Ukraine and ensure that WeWorld remains responsive to the changing needs of disadvantaged people in the country
  • Establish priorities, in consultation with the Head of the Emergency Unit, for targeted investments in growth and innovation, contribute to the identification and implementation of innovation and continuous improvement , in support of organizational excellence and world-class performance
  • Coordinate with HQ, maintain frequent contact with Head of Emergency Unit, project partners and leadership as well as relevant donors, to keep regular update on project implementation and develop a strategic plan

Human ressources

  • Identify and plan human resources needs (international and national)
  • Inform HR HQ of current and future international HR needs in a timely manner (annual and 3M updates) to facilitate a timely recruitment process and deployment of necessary manpower
  • Lead and manage staff in country, ensuring the development of appropriate capacity and skills based on the strategic and operational needs of programmes/projects.
  • Ensure transparent, equal and inclusive human resources management and training in accordance with policies and procedures and all regulatory requirements (WeWorld, host country legislation and donor policy)
  • Foster an inclusive and diverse work environment and ensure the highest standards of conduct are met

security management

  • Develop country security strategy based on HQ and country information
  • Identify risks and threats and develop early warning signal systems
  • Coordinate the design, testing and communications of appropriate safety and security plans and programs
  • Develop and document emergency preparedness and disaster evacuation plans and programs

The duties and responsibilities set out above are not exhaustive and the incumbent may be required to perform additional duties.


Qualifications and knowledge

  • Advanced university degree or equivalent in the field of social or political sciences, development studies, international relations, project management, human rights
  • Good knowledge of MS Office
  • Fluency in English both written and spoken

Professional experience

  • Minimum 5 years of relevant professional experience in related fields
  • Experience working with international NGOs in the management of international cooperation projects funded by institutional and private donors
  • Proven experience in project cycle management
  • Solid experience in project development and proposal writing
  • Experience in security management

Skills and Abilities

  • Strong flexibility and ability to adapt behavior to the needs of the situation
  • Ability to work independently and in prevention/problem solving
  • Proven organizational skills and the ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues
  • Ability to identify, initiate and maintain good relationships with partner organizations, donors and national authorities, including building professional relationships with high level decision makers and influencers/leaders
  • Good communication, negotiation skills and sensitivity in dealing with local institutions on critical issues
  • Sensitivity and adaptability to culture, gender, religion and age
  • Strong commitment to WeWorld’s mission, genuine interest in international cooperation development topics


  • Experience in cash and voucher programs and/or emergency and/or child protection education
  • Previous work experience in the field
  • Fluent in Italian, both written and spoken
  • Previous work experience in the field or in a similar context
