ABSTRACT

This strategy sets out Concern Worldwide’s goal, objectives and core interventions for water, sanitation and hygiene (WASH) from 2021 to 2025. Building on the previous WASH strategy, it reflects internal changes in how Concern positions itself and the priorities it sets and external changes in the way the WASH sector has evolved over the past five years. It sets an ambitious agenda for how Concern can use its core strengths – a humanitarian organization working to end extreme poverty in some of the world’s poorest countries – to help achieve the Sustainable Development Goal (SDG6). ) for water and sanitation: ensure the availability and sustainable management of water and sanitation for all.

This WASH strategy (see Figure 1) is based on the strategic objective “Contribute to the achievement of the health and well-being of the extremely poor in the context of the Sustainable Development Goal (SDG 6) linked to water, sanitation and hygiene”. To achieve this, Concern has set itself five strategic objectives:

  • Strategic Objective I Sustainably improve access to sustainable basic WASH services for people living in extreme poverty.

  • Strategic Objective 2 Implement gender-transformative WASH programs.

  • Strategic Objective 3 Work to strengthen the enabling environment for WASH by helping to build strong systems at district and national level.

  • Strategic objective 4 Contribute to the climate resilience of people living in extreme poverty and ensure that WASH programs do not have a negative impact on the environment.

  • Strategic Objective 5 Improve the ability of Concern and its partners to achieve WASH strategic objectives.

This strategy marks an evolution of Concern’s strategy for WASH rather than a sea change. In some areas – the provision of basic water, sanitation and hygiene services – Concern’s programming will continue, with a relentless focus on people living in extreme poverty and the implementation high quality interventions. Work in the areas of gender, systems strengthening and capacity building is not new to Concern’s WASH programming, but this strategy sets increased ambition in this area reflecting changes in the sector and the recognition that the status quo is not enough. While the inclusion of a focus specifically on climate-resilient WASH is new for this strategy, it represents a continuation of Concern’s historic strength of integrating risk analysis and risk reduction into WASH programming.

These objectives will guide the design and implementation of WASH programs across all Concern WASH programmes, building on a core set of WASH interventions – based on Concern’s experience and expertise and best practices. WASH sector practices – which define what Concern’s WASH programs should look like on the ground, and what sets Concern’s WASH programming apart.

Each national program will identify the WASH interventions best suited to the local context. Concern’s long history as a leader in humanitarian WASH responses means that emergency WASH interventions are a feature in many contexts. Whether you are working in a humanitarian or development context, Concern will implement WASH programs centered on the needs of beneficiaries and involve communities and individuals at all stages of the process. Participatory methodologies – including CLTS and PHAST – will be a key component of many national WASH programmes, complemented by methodologies involving the private sector (such as sanitation marketing) where appropriate. The strategy is based on a commitment to ensure that all WASH programs are delivered with the highest possible quality.
